Key 2025 Changes Shaping Dubai’s Property Market

Dubai’s real estate sector has experienced significant adjustments since the start of the year. The city remains a magnet for investors, with confidence running high for both immediate and future opportunities. Recent updates to policies impacting buyers, owners, and tenants are set to enhance transparency and reinforce Dubai’s position as a premier global property hub.

1. Upfront Payment Requirement for Registration and Broker Fees

Starting February 1st, banks and mortgage lenders will no longer be able to include Dubai Land Department (DLD) registration fees (4%) or broker commissions (2%) in mortgage financing. Previously, up to 80% of these costs could be rolled into a mortgage, making payments more manageable. Moving forward, these fees will need to be settled at the time of purchase.

This change ensures that buyers are better prepared financially from the start, ultimately contributing to a more resilient and stable property market in the long term.

2. Introduction of the Dubai Smart Rental Index

A new rating system has been introduced to offer clearer insights into residential buildings across the city. Factors such as location, sustainability, security, and available amenities will be assessed, with properties graded on a scale from 1 to 5 stars – similar to the hospitality industry. This system is likely to encourage developers to enhance existing structures and maintain high standards in new projects. Higher ratings could contribute to steady rental yields and increased property values.

3. New Opportunities in Freehold Areas

Demand for prime residential locations in Dubai remains strong. The announcement that 128 plots along Sheikh Zayed Road and 329 more in Al Jaddaf will now be available for freehold development marks a significant shift.

This move aligns with Dubai’s strategic vision, creating opportunities for redevelopment and introducing new residential and commercial spaces. The availability of freehold ownership to all nationalities is expected to attract a wider pool of investors while revitalising older districts.

4. High-Speed Rail to Reshape Commuting

Etihad Rail’s high-speed passenger train service between Abu Dhabi and Dubai will reduce travel time between the two cities to just 30 minutes. Once fully operational, the network will extend to additional emirates and neighbouring countries.

Proximity to rail terminals is expected to become a key factor in property selection, with areas near stations likely to experience increased demand. Improved connectivity is set to benefit both residential and commercial developments along the route.

5. Expanded Visa Options to Attract Residents

The expansion of visa programs, including the Golden Visa, is designed to encourage long-term residency for investors, professionals, retirees, and remote workers. These changes strengthen Dubai’s appeal as a primary home for expatriates, leading to increased demand for both rental and owned properties.

A Strategic Approach for Sustainable Growth

Dubai’s leadership continues to take proactive steps that support real estate expansion while maintaining stability. These latest initiatives will help balance accessibility, quality, and investment potential in a market that remains one of the most sought-after worldwide. The measures introduced this year set the stage for a strong and sustainable property landscape in the years ahead.
