Investing in Dubai
from the United States.

Dubai homes are priced, rented and sold in a currency fixed to the dollar since 1997. How Americans buy, what the IRS expects each year, and the Golden Visa route.

Why United States → Dubai

Why American investors are looking at Dubai.

Owning at home has become expensive. The average 30-year US mortgage rate was 7.40% in mid-October 2026, up from 6.27% a year earlier, and the median existing American home sold for USD 417,500 in September. Dubai gives that capital a second market, priced in what is effectively a dollar.

The dirham has been fixed at AED 3.6725 to the US dollar since November 1997, and holding the peg is the UAE Central Bank's overriding policy objective. Since Law No. 7 of 2006, foreigners can own Dubai property outright in designated freehold areas, and an American buys on the same terms as any other international buyer.

The UAE charges an individual landlord no tax on residential rent, so the only tax is at home: federal, plus your state if it taxes you. The rent goes on Schedule E of your Form 1040, and the UAE bank account goes on your FBAR once your foreign accounts pass USD 10,000 together.

01
A dollar asset abroad
AED 2 million, the Golden Visa threshold, is USD 544,588 at the peg. Because the rate has not moved since 1997, your gain in dollars is simply the property's gain, with no exchange-rate swing to account for.
02
Gross yields against US rents
Dubai's strongest one-bedroom areas, JVC at 6.86% and the Palm at 7.34%, match or beat the US average of 6.71%. Dubai's 5.53% apartment average is above every high-cost county ATTOM lists, from Santa Clara at 3.1% to Orange County and Alameda at 4.5%. All gross: Global Property Guide Q2 2026 for Dubai and the US average, ATTOM 2026 single-family homes by county.
03
No annual property tax
A USD 1 million home in Texas carries about USD 14,000 a year at the state's 1.40% effective rate. In Dubai you pay a 4% transfer fee once, your tenant pays a 5% municipality fee on the rent, and you pay the building's service charge.
04
Golden Visa: residency for the family
A Dubai home worth AED 2 million or more, about USD 545,000 at the peg, in your own name, opens the door to UAE Golden Visa residency for you and your family. Official pages currently differ on the term, so we confirm it with the authorities when you apply.
05
Off-plan money held in escrow
Off-plan payments go into a project escrow account under Law No. 8 of 2007, ring-fenced for construction, with 5% held back for a year after handover. Since Law No. 19 of 2020, if a developer cancels a project that never started, the buyer gets back everything paid.

Capital transfer

Moving dollars from the US to Dubai.

Paying for a Dubai home is a standard international wire. At the peg, USD 500,000 is AED 1,836,250 and USD 1,000,000 is AED 3,672,500, so you know the dollar cost of a dirham price before you sign.

Your bank may ask for the purpose of the payment and proof of where the funds come from. For off-plan, the payment goes to the project's escrow account.

The US and the UAE have shared a FATCA agreement since 19 February 2016, so UAE banks report American account holders to the IRS. Once your foreign accounts pass USD 10,000 together, list the UAE account on your FBAR each year.

A Dubai home worth AED 2 million or more at the time of purchase, about USD 545,000 at the peg, in your own name, lets you apply for the UAE Golden Visa. One or more properties can be combined to reach the threshold.

If you finance, the bank letter must show AED 2 million paid. The DLD processes the application in 7 to 10 business days for a fee of AED 9,884.75, and you must be in the UAE to apply in person.

DLD issues a 10-year permit while u.ae lists five years for property investors, so we confirm the term when you apply. The visa adds a second home base to your US life; your federal filing carries on as before.

Buying Property in Dubai From the United States: Tax, Residency, Process

Reviewed by Juan Mejia · 20 October 2026

American investors · Dubai property

Americans can buy Dubai property outright, ready or off-plan, on the same terms as any other international buyer. The dirham has been fixed at AED 3.6725 to the US dollar since November 1997, so the purchase, the rent and an eventual sale are priced in what is effectively a dollar. The UAE does not tax an individual's residential rent, which leaves one layer of tax, at home, on the Form 1040 you already file. M&M Real Estate advises American investors from the first shortlist to the DLD title deed and the tenancy.

Key takeaways
  • Foreign freehold ownership has been Dubai law since 2006, and off-plan payments sit in a project escrow account.
  • Dubai rent goes on Schedule E and is depreciated over 30 years. The UAE adds no tax of its own.
  • AED 2 million or more in your own name, about USD 545,000 at the peg, lets you apply for the UAE Golden Visa.

Can Americans buy off-plan property in Dubai?

Yes. Dubai Law No. 7 of 2006 lets foreigners own property with no time limit in freehold areas designated by the Ruler, and inside those areas a US citizen or green-card holder buys exactly what any other international buyer can.

Off-plan money is protected by statute. Under Law No. 8 of 2007, payments go into a DLD-approved escrow account dedicated to that project's construction, and 5% is held back for a year after units are registered to buyers. Since Law No. 19 of 2020, if a developer cancels a project that never started, the buyer gets back everything paid. Our Dubai off-plan guide covers payment plans and Oqood registration.

The Dubai property purchase process for US citizens

  1. Set the budget in dollars. The peg turns a dirham price into a dollar figure you can plan around: a USD 500,000 budget is AED 1,836,250, and USD 1,000,000 is AED 3,672,500.
  2. Choose how you pay. Most Americans buy in cash or with a UAE bank mortgage. Dubai Law No. 14 of 2008 lets only lenders licensed by the UAE Central Bank register a Dubai mortgage. Central Bank caps are 60% of the value for a second home and 50% for off-plan, and non-residents usually borrow up to about 50%. Bank policies on US clients differ under FATCA, so we confirm the lender's position before you apply.
  3. Sign and register. Off-plan, you sign the developer's sale and purchase agreement and pay into the escrow account. On a ready home, the sale is registered with DLD, which issues the title deed in your name.
  4. Pay the 4% DLD fee. The law splits it equally between buyer and seller unless agreed otherwise; in practice the buyer usually pays it.
  5. Let the home. Your tenant pays the 5% Dubai Municipality housing fee on the rent through the electricity bill, and you pay the building's service charge, published per building in DLD's service charge index.

Dubai real estate tax for Americans

This is general information, not tax advice. A US citizen or green-card holder files on worldwide income from any country of residence, and no income tax treaty links the US and the UAE. The owner needs none, because the UAE does not tax the rent, so the only tax is at home: federal, plus your state if it taxes you.

While you own it

Rent goes on Schedule E, and a rental used outside the United States is depreciated straight-line over 30 years under the Alternative Depreciation System, so tell your preparer the home is abroad. The rent is taxed at your normal US rate, plus the 3.8% net investment income tax above USD 200,000 single or USD 250,000 joint, with nothing owed in Dubai. State residency follows you abroad until you break it. A Texan or Floridian adds no state tax on Dubai rent, while a Californian who keeps a California domicile does.

Owned in your own name, the apartment appears on neither the FBAR nor Form 8938. What you report is the UAE bank account that collects the rent, on the FBAR, in any year when your foreign accounts together pass USD 10,000 at any point. UAE banks report American account holders to the IRS under the FATCA agreement in force since 19 February 2016, which is why clean reporting from the first year is the simple path.

When you sell, and your estate

Hold for more than a year and a sale is taxed at US long-term rates, 15% for most investors and 20% on gain above USD 545,500 single or USD 613,700 joint in 2026. The depreciation you claimed comes back as unrecaptured Section 1250 gain, taxed at up to 25%. With the dirham fixed to the dollar, the dollar gain is the property's own gain. A 1031 exchange works only into another foreign property, so a Dubai home can roll into Dubai or another market abroad.

Your Dubai home is part of your US estate, with a federal exemption of USD 15 million per person in 2026, and heirs inherit it at its value on the date of death, the same step-up in basis US property gets. On the Dubai side, a DIFC Courts Property Will covers up to five UAE properties. A foreign company would add Forms 5471 or 8858, so we recommend owning in your own name.

Dubai charges no annual property tax. On a USD 1,000,000 home, Texas's 1.40% effective rate costs about USD 14,000 a year and New Jersey's 1.88% about USD 18,800 (Tax Foundation, 2024 data). In Dubai you pay the 4% transfer fee once, your tenant pays the 5% housing fee on the rent, and you pay the building's service charge.

Dubai residency through property for Americans

The application runs through DLD. The home must have cost AED 2 million or more when you bought it and be registered in your own name, and several properties can count together. With a mortgage, the bank letter has to show AED 2 million already paid. You file in person from inside the UAE, DLD decides in 7 to 10 business days, and the fee is AED 9,884.75. Sponsoring family adds AED 5,774.50 per permit, a one-time AED 318.75 to open the family file and AED 100 for each person sponsored.

DLD issues a 10-year permit while the u.ae portal (updated 28 July 2026) lists five years for property investors, so we confirm the term with the authorities when you apply, along with off-plan eligibility. Our Golden Visa guide covers the full route.

A second home in Dubai for Americans

In 2025, 3.3 million passengers flew between Dubai International and the United States, its fifth-largest country market. Between June and August 2026, US online searches for Dubai property surged to second in the world (DXBinteract). One in seven pupils in Dubai's private schools follows an American curriculum (KHDA, 2024-25). The UAE government week has run Monday to Friday since January 2022, so the working week lines up with America's. The outdoor season runs from October to April.

Where the Dubai market stands in October 2026

Dubai recorded AED 917 billion of real estate transactions in 2025, its strongest year, and sales in the first nine months of 2026 are the second highest on record. Q3 2026 sales of about AED 92 billion were roughly 45% below a record Q3 2025, while prices moved less than 1% in the quarter (ValuStrat 220.0 in June to 218.6 in September) and sit about 10% below February's peak, 4.5% lower than a year ago.

The dip followed the US-Iran conflict that began on 28 February 2026. As Gulf News put it on 14 October: "Day 220+, blockade continuing, no ceasefire reported; daily life and airports operating." The State Department advisory for the UAE is Level 3, Reconsider Travel (advisory dated 29 August 2026). Through it, Dubai added 226,885 residents in nine months, so buyers today enter about a tenth below the peak in a city that kept growing. After a 1.6% contraction in 2026, the World Bank expects the UAE economy to grow 9.5% in 2027, assuming shipping routes reopen from early 2027, and the Central Bank Governor puts 2027 at about 10%. Those are the years in which today's off-plan purchases hand over.

Frequently asked

Can Americans buy off-plan property in Dubai?

Yes. Since Dubai Law No. 7 of 2006, foreigners can own property outright, with no time limit, in designated freehold areas, and Americans buy on the same terms as any other international buyer, ready or off-plan. Off-plan payments go into a DLD-approved project escrow account under Law No. 8 of 2007, and since Law No. 19 of 2020 the buyer gets back everything paid if the developer cancels a project that never started.

What is the Dubai property purchase process for US citizens?

Set the budget in dollars at the fixed rate of AED 3.6725, choose between cash and a UAE bank mortgage, sign the sale and purchase agreement, pay the 4% DLD transfer fee and register the title in your own name. Off-plan payments go to the project escrow account; a ready home is registered with DLD, which issues the title deed in your name. If you finance, only UAE-licensed lenders can register a Dubai mortgage, so the conversation starts with a UAE bank.

How is Dubai real estate taxed for Americans?

The UAE does not tax an individual's residential rent, so the only tax is at home: federal, plus your state if it taxes you. Rent goes on Schedule E and the property is depreciated over 30 years. A sale after more than a year is taxed at long-term rates of 15%, or 20% above USD 545,500 single or USD 613,700 joint in 2026. Dubai charges no annual property tax. You pay the 4% transfer fee once, your tenant pays a 5% housing fee on the rent, and you pay the building's service charge.

Can Americans get Dubai residency through property?

Yes. Buying a home for AED 2 million or more, about USD 545,000 at the peg, and registering it in your own name makes you eligible to apply for the UAE Golden Visa and sponsor your family, each on a permit of their own. You apply in person inside the UAE; DLD takes 7 to 10 business days and charges AED 9,884.75. DLD issues a 10-year permit while u.ae lists five years for property investors, so confirm the term when you apply.

What should Americans know about owning a second home in Dubai?

The home is priced in a currency fixed to the dollar since 1997, the government week runs Monday to Friday, and one in seven private-school pupils follows an American curriculum. If you let it, the rent goes on Schedule E, and your UAE bank account goes on your FBAR once your foreign accounts together pass USD 10,000. If it becomes your main home for two of five years, the US home-sale exclusion can apply, except on gain from years it was let before you moved in and on depreciation claimed while it was let, which is taxed as unrecaptured Section 1250 gain at up to 25%.

What is the best Dubai property for American investors?

For income, one-bedrooms lead. Global Property Guide puts gross yields at 6.86% in Jumeirah Village Circle and 7.34% on Palm Jumeirah (Q2 2026). USD 500,000 buys a two-bedroom in JVC, about USD 1.2 million a two-bedroom in Downtown Dubai, and about USD 1.82 million a two-bedroom on the Palm. From AED 2 million, about USD 545,000, the purchase also opens the Golden Visa route.

Do Americans report Dubai property on the FBAR?

The property itself is not reported on the FBAR, or on Form 8938, when you own it in your own name. The UAE bank account that receives the rent is reported on the FBAR once the combined value of all your foreign accounts passes USD 10,000 at any time in the year. The FBAR is filed with FinCEN by 15 April, with an automatic extension to 15 October.

Can a US bank finance a Dubai property?

Dubai Law No. 14 of 2008 lets only lenders licensed by the UAE Central Bank register a mortgage on Dubai property, so financing starts with a UAE bank. Central Bank caps are 60% of the value for an investment or second home and 50% for off-plan, non-residents usually borrow up to about 50%, and each bank sets its own policy on US clients under FATCA. The other routes are cash and US-side liquidity, such as a loan secured on US assets.
