Dubai property investment advisory

When weighing a new launch vs resale in Dubai, the better deal depends on when you need the property, how you want to fund it and what the comparable homes show. A launch can spread payments across construction. A completed resale gives you a physical home to assess and may support earlier rental income.

M&M Real Estate helps international investors compare off-plan projects with ready property through market analysis and access to developer allocations.

Choose by timing, payment structure and evidence

A new launch is an off-plan property bought before completion. Its price, layout and payment plan are set out in the developer’s offer and sale contract. A resale is an existing property offered by its owner. You can assess the building and unit in person, subject to access and occupancy.

Neither route is automatically cheaper. Compare a launch with completed homes in the same area and with similar size, layout, floor, view and building quality. Then compare the full cost to own, the time before rental income can begin and the likely buyer pool when you sell.

Price comparisonCompare the launch price with similar completed units, including the value of the payment schedule and the wait to handover.Compare the asking price with similar homes in the same building or area, adjusting for condition, view, floor and fit-out.
Cash flowPayments may follow construction milestones, so map every instalment through handover. M&M’s off-plan buying guide describes a typical 20/50/30 structure: 20% at signing, 50% across construction milestones and 30% at handover.Funds are due through the purchase and transfer process. If using a mortgage, plan around lender approval, valuation and the transfer timetable.
VisibilityYou assess plans, specifications, the developer’s record and construction progress. The completed finish and handover timing remain ahead. You can inspect the actual unit, building and shared areas. A current tenant or access limits may affect what you can see before purchase.
Rental startRental income starts after handover, fit-out where needed and readiness for a tenant.A completed home can be prepared for rent sooner, depending on its condition, occupancy and any work required.
Unit selectionEarly release phases can offer a choice of layouts and positions, subject to availability. You choose from homes already offered for sale. Their actual floor, outlook, layout and condition can be assessed.
Exit planningAssess future competing supply, handover timing and demand for the unit type before relying on a resale plan.Use the building’s current condition, rental position and comparable sales to assess potential buyer demand and resale liquidity.

A payment plan changes when capital is due. It does not, by itself, make the total purchase cheaper. Compare the instalment schedule with your available cash and any planned borrowing before choosing a unit.

Compare the total cost, not only the advertised price

Build the same cost list for each shortlisted home. Include DLD transfer and Oqood registration costs when comparing the total purchase price.

Add any agreed agency fee, registration and trustee costs, mortgage registration and lender valuation charges. For a resale, include likely repairs, furnishing and any work needed before a tenant can move in. For a launch, include the cash needed at each construction milestone, handover costs and any fit-out required before occupation or leasing.

Then estimate the ongoing cost of ownership. Compare each building’s service charges, maintenance needs, property management costs and likely vacancy. A useful rental comparison subtracts these costs from expected rent before comparing net rental income. Gross rental yield alone leaves out expenses that can change the result.

Use a like-for-like shortlist. Compare the same area and property type, then record the total purchase cost, payment dates, expected time to rent and ongoing costs for each option. For market analysis to support that review, use M&M’s market reports.

When a new launch is the better fit

When a new launch is the better fit

A new launch can suit an investor who wants to spread payments through construction, select a unit from an early release or target a design-led project with a clear resale plan. M&M assesses off-plan opportunities against location, developer track record, product specification and forward resale liquidity.

Construction risk and the wait for handover are part of the decision. Review the developer’s completed projects, construction progress, sale contract and payment schedule. Developers cannot access off-plan funds without RERA milestone approval. To assess opportunities before committing, investors can use M&M’s off-plan project selection and off-plan property advisory.

Before buying, compare nearby completed homes and consider how many similar units may be available when the project hands over. A distinctive layout, useful floor plan and appealing outlook can support future demand, while competing supply can affect how quickly a home resells.

When resale is the better fit

A resale property can suit a buyer who values a visible building, a shorter route to personal use or the possibility of preparing the home for rent sooner. You can inspect the unit’s condition, confirm its layout and view, and assess the building’s amenities and service charges before making an offer.

Check whether the home is vacant or tenanted, what work it needs and whether its current rent supports your income plan. For a rented property, review the tenancy terms and expected costs after transfer. For a vacant home, include furnishing, maintenance and the time needed to prepare it for a tenant.

Plan financing, registration and handover

Plan financing, registration and handover

Financing depends on the property, lender and timing. For off-plan, map any borrowing against the developer’s milestone dates and keep enough cash available for payments that fall due before handover. For a completed home, the lender can assess the specific unit, with valuation and mortgage approval forming part of the purchase timetable.

For an off-plan purchase, review the sale and purchase agreement, payment schedule and Oqood registration details. Developers cannot access off-plan funds without RERA milestone approval. For a resale, review the title and sale terms, the unit’s occupancy and the documents needed for transfer.

At handover, arrange an inspection, record defects for snagging and keep the completion documents. Budget for any agreed rectification, furnishing, utilities and property management needed before occupation or rental. This is general information, not tax or legal advice.

Frequently asked
How should buyers compare the total cost of a new launch with a resale property?

Put each property’s upfront and ongoing costs on one worksheet, then compare the total with your budget.

How do payment plans affect cash flow?

Check the dates and amounts in the sale terms, then match each instalment to cash you can access.

When might a near-handover property be preferable to a launch?

A near-handover property can suit a buyer who wants greater visibility of construction and a shorter wait before personal use or rental preparation. Review the remaining payment schedule, handover requirements and the building’s likely service costs.

How can buyers assess rental prospects before a development is complete?

Compare completed homes serving a similar tenant group and review their layouts, building amenities and location. Include service charges, maintenance, vacancy, furnishing and management when estimating net rental income.

What should buyers review about the developer and construction?

Ask for the latest construction update and compare its stated milestones with the dates in the payment schedule.

How do unit choice and project supply affect resale prospects?

Layout, floor, outlook and condition shape how a home compares with other available units. Assess the number and type of competing homes expected at handover, then consider the buyer or tenant group each unit is likely to appeal to.

Does a new launch automatically cost less than a resale?

No. Compare the launch price with similar completed homes and include payment timing, handover costs, building quality and the wait for rental income before deciding which offers better value.
