Jebel Ali
Nakheel's second Palm, sold before it is built.
Palm Jebel Ali is Nakheel's second palm-shaped island, off the coast of Jebel Ali at the south-western end of Dubai. Today it is a construction site with a sales story behind it: beachfront villas on the fronds, apartment buildings in Palm Central, and a plan that Nakheel says will include more than 80 hotels and resorts, beach clubs and a Friday Mosque designed by Skidmore, Owings & Merrill.
The money has already arrived. Sales registered between January and September 2026 came to AED 9.47bn across 526 transactions. Villas, which DLD registers as land, sold at a median AED 30.3M, and Knight Frank counted 40 Palm Jebel Ali sales above US$10m in the first half of 2026, third in Dubai after Dubai Hills Estate and Palm Jumeirah.
The second product is apartments. Palm Central Private Residences sold at a median AED 3,508 per sq ft, with one-bedrooms at a median AED 2.78M and two-bedrooms at AED 4.5M.
Nakheel said in June 2026 that first villa handovers start later in 2026, after AED 5bn of contracts in 2024 for 723 villas on Fronds K to P and a further AED 3.5bn in April 2026 for Fronds A to F. Sales came in launch waves: 224 registrations in Q1, 78 in Q2 and 224 in Q3, with the Q3 wave mostly Palm Central Frond N apartments (DLD). Across Dubai, ValuStrat's August 2026 index was 3.1% below a year earlier and 10.2% below February, and off-plan registrations were 40.4% lower year on year.

Not right for everyone.
Palm Jebel Ali is a strong recommendation for the right profile. It's also wrong for investors whose objective doesn't match what the zone delivers. Here is our honest read.
- You want a beachfront villa on a palm frond and your budget is AED 21M or more
- You want an off-plan apartment by the sea with AED 2.68M or more and can wait for handover
- You hold for the long term, seven to ten years, and accept that the island will take years to fill in
- You are comfortable with Nakheel, part of Dubai Holding, as master developer
- You are buying a future home or a long-term capital position, without needing rent soon
- You need rental income soon: there are no completed homes to measure a yield on yet
- You want a finished community with shops, schools and neighbours on day one
- You need to sell within a few years; resale depth here is untested
- Your budget is under AED 2.68M, the 10th percentile apartment price
What is selling
on Palm Jebel Ali.
DLD medians for January to September 2026. DLD registers the villas as land and flags those rows Ready, but the villas are still under construction, so they are priced by median sale value. Across Sheikh Zayed Road, our active investment case Lunaya offers villas and townhouses at a lower entry point.
What is being built,
and when.
What we actually think about Palm Jebel Ali.
The case for Palm Jebel Ali rests on Nakheel's record with the first Palm and on money already committed: AED 5bn of construction contracts in 2024, AED 3.5bn more in April 2026, and AED 9.47bn of sales in nine months of 2026. Villas changing hands at a median AED 30.3M tell you this is priced as a finished luxury address, before a single family has moved in.
So the risk is time. An island like this takes many years to become a place where people live, eat and send children to school. Until enough homes are handed over and let, there is no rent data and no resale track record, and we will not quote a yield. Buy only with money you can leave in place for the long term.
For buyers who want this stretch of coast at a lower entry, the land opposite the island matters. Our active case Lunaya, by Zaya with FIVE, sits across Sheikh Zayed Road and starts from AED 5.2M with handover in Q1 2029.
How much does a villa on Palm Jebel Ali cost?
Villas registered between January and September 2026 sold at a median AED 30.3M, and one in ten sold for AED 21.3M or less (DLD, land-registered sales). Frond D villas had a median of AED 30.9M and Frond E AED 31.4M.
Are there apartments on Palm Jebel Ali?
Yes. Palm Central Private Residences on Fronds M and N sold 324 flats off-plan in 2026 at a median AED 3,508 per sq ft. Medians: one-bedroom AED 2.78M, two-bedroom AED 4.5M, three-bedroom AED 7.71M.
When are the first homes handed over?
Nakheel said in June 2026 that the first villa handovers start later in 2026 and continue in phases. Check the handover date of the specific frond and collection in your contract.
What rental yield will I get?
There is no rent data yet, because no homes are completed and let. We do not quote a yield for Palm Jebel Ali until there are enough Ejari contracts to measure one.
Is my off-plan payment protected?
Off-plan payments in Dubai go into an escrow account regulated under Law 8 of 2007, and Law 19 of 2020 sets out buyer refunds when a project is cancelled. Check that the escrow account on your payment instructions matches the project's registration with DLD.

Palm Jebel Ali Investment Guide: Prices, Rental Yield, Off-Plan Projects
Reviewed by Juan Mejia · 3 October 2026
A data-led examination of Dubai’s largest waterfront expansion, covering entry pricing, infrastructure commitments from Nakheel, and the structural requirements for international capital allocation.

The State of the Market in Jebel Ali
A sophisticated palm jebel ali investment requires an understanding of the project’s scale relative to existing supply. At 13.4 square kilometres, the island is roughly twice the size of Palm Jumeirah. According to the Dubai 2040 Urban Master Plan, this development is the primary vehicle for adding 110 kilometres of coastline to the emirate. Unlike previous iterations of the project, the current development is backed by significant infrastructure expenditure. Nakheel announced in May 2024 that it had awarded contracts exceeding AED 5 billion for the construction of villas, roads, and utilities on the first four fronds.
Investment interest is currently concentrated on the initial villa releases: The Beach Collection and The Coral Collection. These are situated on the lower fronds where infrastructure work is most advanced. Data from the Dubai Land Department for the first half of 2024 indicates that high-value transactions in this area are driven by investors from the UK, GCC, and Europe seeking large-format waterfront plots that are no longer available in established areas like Palm Jumeirah or Emirates Hills.
Current Pricing and Project Tiers
Pricing on Palm Jebel Ali is segmented by villa type and proximity to the open sea. While entry points are significantly higher than the Dubai average, the price per square foot remains lower than equivalent beachfront properties in mature secondary markets. According to Nakheel’s official sales data for late 2024, entry-level five-bedroom villas start at approximately AED 18,000,000, while the larger Coral Collection residences regularly exceed AED 30,000,000.
| Collection Type | Average Bedrooms | Starting Price (AED) | Average Plot Size (Sq. Ft.) |
|---|---|---|---|
| The Beach Collection | 5 - 6 | 18,000,000 | 7,000 - 8,000 |
| The Coral Collection | 7 | 26,000,000 | 11,000 - 13,000 |
| Custom Land Plots | N/A | 25,000,000+ | 15,000+ |
Service charges for these properties are projected based on RERA (Real Estate Regulatory Agency) guidelines for similar master-planned islands. Estimates suggest service fees will fall between AED 15 and AED 22 per square foot of the built-up area, though final figures will only be confirmed by Nakheel closer to the first handovers, currently projected for 2027.

Worked Example: Acquisition of a Beach Collection Villa
This example details the total capital required for the purchase of a mid-tier villa on Palm Jebel Ali, based on standard Dubai Land Department (DLD) fees and prevailing market prices in 2024.
Acquisition Cost Breakdown
Property Price: AED 20,000,000
DLD Registration Fee (4%): AED 800,000 (4% of 20,000,000)
DLD Admin Fee: AED 580
Trustee Fee: AED 4,200
Advisory and Setup Costs: Variable based on legal structure
Total Initial Investment: AED 20,804,780
Note: This calculation assumes a 100% cash purchase. If financing is utilized, mortgage registration fees of 0.25% of the loan amount plus AED 290 would apply.

The value of an investment on this island is linked to the development of the Dubai South corridor. The expansion of Al Maktoum International Airport, which is planned to become the world’s largest with a capacity of 260 million passengers annually as per Dubai Government announcements in early 2024, provides a long-term commercial anchor. The proximity to the Jebel Ali Free Zone (JAFZA) also creates a consistent demand for high-end corporate housing for C-suite executives.
Three distinct bridge connections are planned to link the island to the mainland, reducing transit time to Sheikh Zayed Road. Nakheel’s master plan includes over 80 hotels and resorts. This hospitality component is a critical driver of the ecosystem, as it ensures the island remains a destination for international tourism, which historically supports the rental market for short-term holiday homes.
Connectivity
Strategic bridge links to the mainland and direct access to the E11 (Sheikh Zayed Road) ensure transit times to Dubai Marina remain under 20 minutes.
Hospitality Hub
The inclusion of 80 resorts suggests a future density of luxury amenities, private beaches, and high-end retail that supports property valuations.
Regional Growth
Located within the Dubai South expansion area, the project benefits from the shift of the city’s economic centre towards the new mega-airport.

The M&M Investment Standard
Investing in off-plan projects at this scale requires more than just selecting a unit from a brochure. M&M Real Estate provides the structural framework necessary to protect international capital. This involves a multi-stage process that begins long before a contract is signed.
Asset Allocation and Selection
We provide an honest read on whether a specific plot or villa type aligns with your timeline. Not every unit on the island is equal: factors such as frond position, sunset orientation, and proximity to planned resorts significantly impact future liquidity. We utilise direct allocations from Nakheel to secure positions that are frequently unavailable to the general public.
Legal and Tax Structuring
For international investors from the UK, Spain, or the GCC, the method of ownership is as important as the asset itself. We coordinate the setup of holding entities, residency applications, and banking relationships. This ensures that the ownership structure is established in parallel with the purchase, avoiding the complications of retrofitting a structure after the sale is registered with the Dubai Land Department.
Lifecycle Management
Our involvement continues past the point of sale. We manage the entire lifecycle of the investment, from monitoring construction milestones to managing the handover and eventual rental setup. This consistency ensures that the original investment strategy is executed without the need for multiple third-party intermediaries.

Yes, Nakheel has released specific land plots for investors who wish to design and build custom mansions. These plots come with specific architectural guidelines to ensure the aesthetic integrity of the island is maintained. You can view available opportunities on our premium off-plan villas page.
How does Palm Jebel Ali compare to Palm Jumeirah?
Palm Jebel Ali offers significantly larger plot sizes and more modern infrastructure, but it is currently in the early stages of its lifecycle. Palm Jumeirah is a mature market with established secondary pricing. Investors often choose Jebel Ali for the potential capital appreciation as the island moves from construction to completion.

Speak to an Advisor→Frequently asked
What are the current payment plans for off-plan villas?
Nakheel typically offers a structured payment plan linked to construction milestones. A common structure involves a 20% down payment, 60% during construction, and 20% upon completion. You can find more details on our off-plan guide.
Is the project at risk of further delays?
The current phase of the project is a central pillar of the Dubai 2040 Urban Master Plan. Unlike the 2008 era, the project is now supported by the Dubai Government’s direct infrastructure commitments and a revitalised Nakheel balance sheet. Risk is driven by global macroeconomic shifts rather than localized project abandonment.
