The federal rule sets the property-value threshold
The DLD’s Golden Visa investor service describes a purchase-value threshold of AED 2,000,000 or more and says applicants with mortgaged property must provide a bank letter showing AED 2,000,000 paid. That paid-amount requirement is stated for mortgaged property. The DLD also assesses off-plan files case by case, so do not treat a sale and purchase agreement alone as a visa approval.
Before reserving: ask M&M to assess the project, purchase structure and payment schedule, then confirm the off-plan file’s current requirements with DLD before booking.

Separate purchase value from the amount paid
Purchase value and amount paid are different measures, so keep records of both the purchase terms and payments.
Construction progress can affect which ownership and payment records exist when an application is made. A payment plan sets when instalments fall due, while the project’s registration records establish the property file. M&M’s guide to buying off-plan property in Dubai explains payment plans, Oqood, the DLD’s off-plan registration, and project escrow.
A construction delay can move the point when later-stage records are available, so a buyer planning residency around handover should plan for the visa application separately from the investment timeline.

Build the property file around the stage of purchase
The sale and purchase agreement records the purchase terms. Oqood records an off-plan purchase with the DLD. A title deed records ownership of a completed property. These documents relate to different stages, and the DLD may request additional documents for an off-plan or mortgage file.
Keep the purchase agreement, Oqood or title deed, payment records and relevant bank correspondence together. For an off-plan application, keep the developer and project details with the property records. A bank no-objection letter and evidence of the amount paid serve different purposes; the DLD’s published mortgage condition specifies a bank letter showing the paid amount.
For jointly owned property or several properties, prepare records that show the applicant’s ownership and share. The M&M Dubai Golden Visa through property guide explains the own-name requirement and the use of one or more properties to meet the purchase-value threshold.
The Dubai Golden Visa through property, a permit DLD issues for ten years, in 16 pages: the AED 2 million purchase rule, off-plan and mortgages, who your family can bring, every DLD fee, the steps from title deed to Emirates ID, and what it means for tax residency. Checked 9 October 2026.

M&M’s Golden Visa guide describes an in-person application through a DLD channel while the applicant is in the UAE. The published process includes submitting the property and personal documents, completing a medical test and Emirates ID biometrics, then receiving the residence permit by email. DLD’s stated processing estimate is 7-10 business days once the property is registered, as set out in the M&M’s Dubai Golden Visa through property guide.
The Dubai Land Department says the residence permit is renewable for 10 years.
Applicants can also plan family sponsorship. M&M’s guide covers sponsorship for a spouse, children and parents.

Budget for the permit and the property on separate lines
The DLD lists AED 9,884.75 for the 10-year investor residence permit Dubai Land Department. The 10-year family residence permit costs AED 5,774.50 Dubai Land Department; opening a family sponsorship file costs AED 318.75 Dubai Land Department, with AED 100 added for each sponsored person Dubai Land Department. Property purchase costs are separate.
Buying off-plan can suit an investor who wants payments tied to construction milestones and a property selected for a defined investment plan. M&M assesses the developer, location, product, payment structure and resale liquidity, then helps the buyer compare the project with their budget and timeline. Project prices and outcomes vary, so the visa case and the investment case need separate analysis.

Discuss your shortlist with an M&M advisor

For a mortgaged property, a bank letter indicating 2 million AED paid is required as proof, according to the Dubai Land Department.
Can I combine properties or apply with a co-owner?
The DLD guide says the purchase-value threshold can be met through one or more properties in the applicant’s own name. For jointly owned property, prepare records showing the applicant’s share for the DLD’s assessment.
What documents and steps are involved in the application?
Prepare personal documents and the property records, such as the sale and purchase agreement, Oqood or title deed, and relevant bank or payment records. M&M’s guide describes applying in person through a DLD channel while in the UAE, then completing the medical test and Emirates ID biometrics.
What are the visa fees, family options and main trade-offs?
The investor permit and family permit have separate DLD fees, and the project timeline should fit the intended residency start.
Plan the next step with an advisor
Before selecting a unit, compare the project’s purchase value, developer approval, payment schedule and registration path. Keep the visa application requirements distinct from the property investment analysis, then ask the developer for the records available at the current construction stage.

Can I buy property in Dubai and apply for a Golden Visa?
Yes. The DLD issues a renewable 10-year residence permit for eligible property investors, with a purchase-value threshold of AED 2,000,000 or more in the applicant’s name. The DLD’s Golden Visa investor service sets out the published criteria.
Can an off-plan property qualify for a Dubai Golden Visa?
Ask the DLD to confirm whether the specific off-plan unit and purchase documents meet the current application requirements before booking.
What property value counts for the application?
The federal rule sets a minimum total property value of AED 2,000,000 for qualifying property or off-plan units. The DLD’s service describes the threshold as purchase value, so keep the purchase documents that establish the applicant’s ownership and price.
How much must I have paid for an off-plan property?
Ask the DLD which payment records it requires for your specific off-plan application before you commit.
Does the payment plan or construction progress affect eligibility?
Ask the developer for an updated payment statement and the latest registration record before you apply.
Do I need Oqood or a title deed?
For an off-plan purchase, ask the developer how to obtain your Oqood record; for a completed property, use the title deed.
